Closure of the Rock Wildlife Area north to where it intersects the forest boundary at Kane Ranch, at the southwest corner of section 30, Township 37 N, Range 4 E, then following the forest boundary north approximately 14 miles, back to the point in the beginning at HWY 89A.

Note that the Restricted Area encompasses almost the entire North Kaibab Ranger District, except for the non-wilderness portions of the House Rock Wildlife Area east of FR 8910. Wind Pushes Mangum Fire East                 
Yesterday the wind direction was from the west, pivoting the fire front eastward from its previous northeast orientation. This movement, fueled by sage brush grassland and piñon-juniper fuels, moved towards Houserock road forcing the evacuation of three residences.
The remainder of the fire was patrolled, fire lines reinforced, and dozer line construction continued in attempts to restrict fire movement.
Today’s weather forecast is for west to northwest wind. Fire behavior will be active with the wind potentially pushing the fire southeastward. Firefighters will attempt to hold and secure fire lines, maintain anchor points on the perimeter, and construct new lines where needed on the north perimeter.   

Closures: Highway 89A is closed from Marble Canyon to Fredonia. Highway 67 from Jacob Lake to the Grand Canyon National Park is also closed. Due to the road closures, the North Rim of the Grand Canyon National Park is presently inaccessible. The U.S. Forest Service has closed the North Kaibab Ranger District. Mangum Fire forces Evacuations along House Rock Road  

Jacob Lake AZ, on June 17th , 2020 at 4:00 pm Forest Service Personnel along with Game and Fish Officers evacuated residents along the House Rock Road are North of Highway 89a due to the Mangum Fire.  At 3:00 pm The Forest Service Incident Command Team notified the Coconino County Sheriff's Office that the Mangum Fire reached trigger points for needed evacuations along the House Rock Road area between Highway 89a in Arizona and Highway 89 in Utah. Officials from the United States Forest Service and Arizona Game and Fish made contact at residence along House Rock Road and placed them in the “GO” stage.
 
All occupied residence along the House Rock Road were contacted and House Rock Road has been closed at this time until it is deemed safe for public travel.

Wind and Red Flag Conditions Push Mangum Fire Northward  

Firefighters continued point protection efforts and worked to hold anchor points around the fire. Red flag weather and high winds combined to push the Mangum fire northward towards the Kaibab National Forest boundary. It has crossed onto Bureau of Land Management lands. 

Today’s weather forecast predicts Southwest wind gusting to 25 mph. The fire has transitioned into piñon-juniper type fuels and ultimately into sage-grassland fuels. We expect another very active day of fire behavior. Firefighters will continue point protection, maintain anchor points on the perimeter, and construct new lines where needed to the north.

Under the authority of the Federal Land Management Policy and Management Act of 1976 (43 U.S.C. 1701 et seq.) and pursuant to 43 CFR 9212.0-6 and 43 CFR 9212.1-4, this Fire Prevention Land Closure applies to lands administered by the Arizona Strip District Office. Notice is hereby given that the Arizona Strip District (BLM) will immediately close selected public lands to public access in Coconino County, AZ.

Due to extreme fire conditions and activity currently in this area and in the interest of public safety, the following areas will be temporarily closed until the end of the current fire emergency.

(1) South of UT/AZ state line
(2) East of Kanab Creek
(3) East of BLM Road 1021
(4) Stateline south along BLM Road 1065 (House Rock Valley) to include Road 1065
(5) North of Kaibab National Forest, North Kaibab Ranger District BLM lands in the Arizona Strip District.

(1) The closure will be in effect on June 16, 2020, for the purpose of protecting the public and shall stay in effect until rescinded. The Arizona Strip District Fire Management Officer and District Manager will make the determination as to when the closure will be rescinded based on public safety. Maps of the closure area(s) may be obtained from the Mangum Fire ICP, located at the Fredonia High School, Fredonia, Arizona. https://inciweb.nwcg.gov/incident/6748/ Persons exempt from the closure and that are allowed in the closed area without written permission include the following:
(a) Emergency vehicles, equipment and personnel.
(b) Government employees acting in the performance of their duties.
(c) Grazing permittees in the performance of permitted acts.
(d) Utility companies and other right of way holder employees acting in the performance of their duties.
(e) Mineral material operators and employees.

(2) private landowners shall be allowed access to their private property across BLM lands, on established roads. Deviation from the shortest, most direct travel route to their property will be considered a violation of the closure and may be subject to the penalties as described in 43 CFR 9212.4

(3) The closure also applies to special recreation permit holders who are authorized to conduct activities on BLM land.

(4) This closure is in compliance with provisions of the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701) and 43 CFR 9212.0-6 and 43 CFR 9212.1-4. The penalties of this Fire Prevention Order are provided in 43 CFR 9212.4. Any person who knowingly and willfully violates the regulations at 9212.1 of this title shall, upon conviction, be subject to a fine of not more than $10,000 or to imprisonment of not more than 12 months or both.

Due to the extreme danger of the Mangum fire and in the interest of public safety this closure shall be implemented immediately to protect human life.

PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following acts are prohibited within the area described in this Order (the “Restricted Area”), and as depicted on the attached map, hereby incorporated into this order as Exhibit A, all within the within the boundaries of the North Kaibab Ranger District of the Kaibab National Forest, Coconino County, Arizona (AZ):
1. Going into or being upon the Restricted Area. 36 C.F.R. § 261.53(e)

EXEMPTIONS
Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
1. Persons with a written Forest Service authorization specifically exempting them from the effect of this Order.
2. Any Federal, State, or local officer or administrative personnel, or member of an organized rescue or fire fighting force in the performance of an official duty.

RESTRICTED AREA
The Restricted Area consists of all National Forest System lands within the boundary beginning at the Kaibab National Forest, North Kaibab Ranger District’s eastern boundary and Highway (HWY) 89A, near milepost 566, between Sections 34 and 35 in Township 39 N Range 3 E, and follows the forest boundary north and west for approximately 25 miles, then south and west for approximately six miles to where the forest boundary intersects with HWY 89A between mileposts 593 and 594, then crossing HWY 89A and following the forest boundary for approximately 85 miles, south and west, around the Kanab Creek Wilderness, and continuing south and east along the forest’s southern boundary with Grand Canyon National Park, crossing Highway 67 and continuing easterly along the forest boundary for another 27 miles, around the Saddle Mountain Wilderness to the SW quarter of Section 25 in Township 35 N Range 4 E, near Buck Farm Canyon to the point where the forest and wilderness boundaries deviate; the restricted area boundary then follows the Saddle Mountain Wilderness boundary for another 24 miles southwest and then northwest to the junction of Forest Road (FR) 220 and FR 8910, then following FR 8910 for about 5.5 miles (which is included in the restricted area and is closed to public use), north to where it intersects the forest boundary, near Kane Ranch, at the southwest corner of section 30, Township 37 N, Range 4 E, then following the forest boundary north approximately 14 miles, back to the point of beginning, at HWY 89A, as depicted in Exhibit A.

PURPOSE

1. This Order will be in effect beginning at 10:00 AM on June 16, 2020, and shall remain in effect until July 10, 2020, or until rescinded, whichever comes first.
2. A map identifying the Restricted Area is attached and is made part of this Order as Exhibit A.
3. Any violation of this prohibition is punishable as a class B misdemeanor by a fine of not more than $5,000 for an individual, or $10,000 for an organization and/or imprisonment for not more than six (6) months or both (see 16 U.S.C. § 551, 18 U.S.C. § 3571(b)(6), 18 U.S.C. § 3581 (b)(7)).
4. Red Flag Conditions and Wind Return Tuesday
Incident meteorologists have alerted fire managers that fire weather conditions will deteriorate Tuesday including another red flag warning after 11 a.m. Ridgetop winds are to reach 35 miles per hour.
Fire activity was moderate Monday until late in the afternoon when winds and fuel aligned north of Jacob Lake, spotting fire across bulldozer lines. Fire lines were successfully defended around the rest of the fire with the Sunday’s spot fire near Little Mountain still burning however firefighters were able to keep it within newly constructed containment features.

Today firefighters will attempt to tie yesterday’s spot fire near Lefever overlook into the perimeter. Jacob Lake structure protection resources will continue working around the community. Around the rest of the perimeter, efforts to secure fire’s spread near Little Mountain will continue. Crews will patrol, hold, and improve less active sections of the line to the south.

Closures: Highway 89A is closed from Marble Canyon to Fredonia. Highway 67 from Jacob Lake to the Grand Canyon National Park is also closed. PROHIBITIONS:
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a) and (b), the following acts are prohibited within all National Forest System Lands described in this Order (the “Restricted Area”), and as depicted on the attached map, hereby incorporated into this Order as Exhibit A, within the North Kaibab Ranger District, Kaibab National Forest, Coconino and Mohave Counties within the State of Arizona.
1. Building, maintaining, attending, or using a fire, campfire, or stove fire. 36 C.F.R. § 261.52(a)
2. Smoking, except within an enclosed vehicle or building, a developed recreation site, or while stopped in an area at least three (3) feet in diameter that is barren or cleared of any flammable material. 36 C.F.R. § 261.52(d).
3. Welding or operating an acetylene or other torch with open flame. 36 C.F.R. 261.52(i).
4. Operating a chainsaw or other equipment powered by an internal combustion engine between the hours of 9:00 AM and 8:00 PM. 36 C.F.R. § 261.52(h).

 EXEMPTIONS:
 Pursuant to 36 C.F.R. §261.50(e), the following persons are exempt from the provisions in this Order:
1. Persons with a Forest Service permit specifically exempting them from the effect of this Order.
2. Any Federal, State, or local officer, or member of an organized rescue or firefighting force in the performance of official duty.
3. Persons operating generators with an approved spark arresting device in an area that is barren or cleared of all overhead and surrounding flammable materials within 3 feet of the generator.
4. Persons using a stove or grill that is solely fueled by liquid petroleum or liquid petroleum gas (LPG) fuels.

RESTRICTED AREA
All National Forest System lands, roads, and trails within the exterior boundaries of the North Kaibab Ranger District, Kaibab National Forest, as shown on the attached area map at Exhibit A.

PURPOSE
To reduce the risk of human-caused wildfires during periods of high fire danger and severe fire weather conditions

IMPLEMENTATION:
1. This Order will be in effect beginning at 8:00 A.M. on June 13, 2020, and shall remain in effect until September 1st or rescinded, or whichever occurs first.

Jacob Lake More Secure While Fire Jumps Lines Near Mangum Camp

Risk remains for the Jacob Lake community but has diminished. Previous fuel treatments conducted by the local Ranger District Office have aided in moderating fire behavior allowing firefighters time to continue improving defensible space around the community. A night shift continued their work.

The fire spotted across containment lines along Forest Road 22 yesterday near Mangum Springs and raced north into grass, brush, and pinon/juniper towards Middle Mountain. Air tankers, including the Very Large Air Tanker, quickly responded with retardant to limit its growth.

Today crews will continue to construct fireline to minimize the fire’s northward movement northeast of highway 89A. Crews will work to attempt to secure fire’s spread near Little Mountain. Forecast weather includes less wind, but dry conditions, high temperatures, and low humidity.
