Winds Again Shift Pushing Mangum Directly at Jacob Lake


A second day of red flag conditions, strong winds, and extremely active fire behavior Saturday pushed the Mangum Fire toward Jacob Lake. The fire crossed highway 89A and continued to move northeast as the sun warmed. Structure protection crews, aided by intense application of retardant from air tankers, worked all day and into the night to strengthen the fuels reductions projects the local District previously accomplished around Jacob Lake.

Fire managers have scouted and identified terrain features and developed plans to address the fire’s movement today. Crews are assigned to develop and implement the plan and possibly use burn outs and other tactics to improve identified barriers. Today’s weather forecast includes substantial but less wind, dry conditions, and almost red flag conditions which will again hamper firefighting efforts.
 
The fire is being managed utilizing a full suppression strategy, employing tactics that minimize impacts to important values at risk. The safety of firefighters and the public remain our number one priority.  

Closures:
The Arizona Department of Transportation has closed Highway 89A from approximately Marble Canyon to Fredonia and Highway 67 to the Grand Canyon for public safety. The U.S. Forest Service additionally has enacted a closure of the entire fire area.
 
Restrictions: Stage 2 fire restrictions are in place, which prohibit open fires, smoking and target shooting.
Temporary Flight Restrictions: Temporary flight restrictions (TFR) are in effect around the entire fire area. Remember, that temporary flight restrictions also apply to unmanned aircraft systems (drones). If you fly, we can’t!

TEMPORARY AREA CLOSURE DUE TO THE MANGUM FIRE (For Public Safety) 
 

PROHIBITIONS
Pursuant to 16 U.S.C. § 551 and 36 C.F.R. § 261.50(a), the following acts are prohibited within the area described in this Order (the “Restricted Area”), and as depicted on the attached map, hereby incorporated into this order as Exhibit A, all within the within the boundaries of the North Kaibab Ranger District of the Kaibab National Forest, Coconino County, Arizona (AZ):   1. Going into or being upon the Restricted Area.  36 C.F.R. § 261.53(e)

EXEMPTIONS

Pursuant to 36 C.F.R. § 261.50(e), the following persons are exempt from this Order:
1. Persons with a written Forest Service authorization specifically exempting them from the effect of this Order.
2. Any Federal, State, or local officer or administrative personnel, or member of an organized rescue or fire fighting force in the performance of an official duty.

RESTRICTED AREA
The Restricted Area consists of all National Forest System lands within the boundary beginning at the junction of Highway (HWY) 89A and its junction with Forest Road (FR) 422 A (a.k.a. “Winter Road and “2200-100”), then following FR 422 A south to its junction with FR 22. The boundary continues south on FR 22 (now with the Forest Roads forming the boundary included in the Restricted Area and closed to the public) to its junction with FR 423, then following FR 423 west and then south to its junction with FR 427, then following FR 427 south to its junction with FR 447, then following FR 447 east to its junction with FR 22, then following FR 22 northeast to its junction with FR 429, then following FR 429 east to its junction with HWY 67, then following HWY 67 south to its junction with FR 213, then following FR 213 northeast to its junction with FR 220, then following FR 220 southeast to its junction with FR 8910, then following FR 8910 north to where it intersects the Kaibab National Forest boundary, near Kane Ranch, at the southwest corner of section 30, Township 37 N, Range 4 E, then following the Kaibab National Forest Boundary north approximately 14 miles, crossing HWY 89A, and continuing north and west for another approximately 25 miles, then south and west for approximately six miles to where the forest boundary intersects with HWY 89A, then following HWY 89A west back to the point of beginning, at its junction with FR 422A, as depicted in Exhibit A.

Note that all Forest Roads forming the boundary of the restricted area are closed to the public, except for FR 422A. HWY 89A and HWY 67 are controlled by the Arizona Department of Transportation. Current information for highway restrictions can be found at https://www.az511.gov 

PURPOSE
The purpose of this Order is to provide for the public’s health and safety due to fire activity in the Restricted Area for the management of the Mangum Fire, and also to protect assigned personnel engaging in wildland firefighting operations.

IMPLEMENTATION   1. This Order will be in effect beginning at 5:00 PM on June 13, 2020, and shall remain in effect until July 10, 2020, or until rescinded, whichever comes first.
2. A map identifying the Restricted Area is attached and is made part of this Order as Exhibit A.
3. Any violation of this prohibition is punishable as a class B misdemeanor by a fine of not more than $5,000 for an individual, or $10,000 for an organization and/or imprisonment for not more than six (6) months or both (see 16 U.S.C. § 551, 18 U.S.C. § 3571(b)(6), 18 U.S.C. § 3581 (b)(7)).

                                 Red Flag Conditions Push Mangum Fire North  

  

The Mangum Fire was pushed north yesterday by strong gusting south winds. Blowing embers created spot fires up to one half mile ahead of the main fire, breaching control lines. Ten additional linear miles were added to the fire’s length yesterday. At 4 p.m. the Coconino County Sheriff’s Office issued an evacuation notice for the Jacob Lake area. Structure protection crews immediately began preparing structures around Jacob Lake for the fire’s arrival by creating additional defensible space around structures.  

  

Night crews worked last night conducting burn outs from control features on the flanks.  

   

Red flag conditions composed of high wind, low humidity, high temperature, and an unstable atmosphere are again forecast today, providing another day of very active fire behavior. The structure protection group will continue working to create additional defensible space around structures and use burn outs intended to divert the blaze around the community. They are aided by a large number of fuels reduction projects around Jacob Lake that have been accomplished during the previous five years.  

  

The fire is being managed utilizing a full suppression strategy, employing tactics that minimize impacts to important values at risk. The safety of firefighters and the public remain our number one priority.

Hwy 89A and Hwy 67 Closure

 US 89A: Highway closed in both directions between mileposts 608 and 545, Fredonia to Cliff Dwellers, due to a wildfire. Traffic should use US 89 through Page and Kanab, UT.

Hwy 67 is also closed to all traffic.

Grand Canyon National Park Temporarily Closes North Rim Due to Mangum Fire

Grand Canyon, AZ
- Effective immediately, Grand Canyon National Park has temporarily closed the North Rim until further notice due to the Mangum Fire near the park. The Mangum Fire is located on the Kaibab National Forest and is not within Grand Canyon National Park at this time. 

The Mangum Fire began on June 8, 2020 and is estimated at 2,238 acres with 2% containment. The cause of the fire remains under investigation. High southwest winds and low relative humidity have increased fire activity over the last several days and is predicted to continue through the weekend. The fire is being suppressed utilizing a full suppression strategy, using tactics that minimize impact to important values at risk. 

Smoke from the Mangum Fire is visible from both the North and South Rims of the park. Visitors may see increased smoke or haze filling the canyon. For more information about air quality at Grand Canyon National Park visit, www.airnow.gov. 

Stage 2 fire restrictions remain in place for Grand Canyon National Park, which include no open fires including campfires, charcoal, or wood fueled flames. Gasoline or propane stoves remain allowed if operated in an area clear of vegetation. Smoking is prohibited, except within an enclosed vehicle or building, a developed recreation site, or while stopped in an area at least three feet in diameter that is barren or cleared of all flammable material.

Evacuation Ordered for Jacob Lake

SUBJECT: Evacuation of Jacob Lake AZ 
 
Jacob Lake Az, on June 12th, 2020 at 4:40 pm Evacuations in the Jacob Lake area began due to the Mangum Fire Burning on the North Rim of the Grand Canyon.
 
Coconino County Sheriff's Office along with the United States Forest Service Personnel began evacuations of the Jacob Lake Area, to include the Jacob Lake Inn and Campgrounds to the north and south of the Inn at the Junction of Hwy 89a and Hwy 67, after Forest Service officials deemed the Mangum Fire had reached a point where it became a threat to residents and Visitor safety.

Red Flag Fire Weather Forecast For Friday and Saturday

Summary
: During the initial attack on the fire, it was discovered that four structures were destroyed in Mangum Camp; two cabins and two outbuildings. The cause of the fire remains under investigation. The fire is being suppressed utilizing a full suppression strategy,  using tactics that minimize impacts to important values at risk. The safety of firefighters and the public remain our number one priority.

Yesterday, firefighters concentrated on securing the southern perimeter of the fire while also working along Forest Road 22 to reinforce structure protection efforts in that area. Those two sections of the perimeter are becoming more secure. At approximately 2:30 p.m. high southwest winds increased fire activity breaching fire containment lines and made a major push to the northeast. The resulting smoke column was visible for great distances.

The crucial event for today and tomorrow is critical fire weather. We expect significant fire growth due to red-flag wind conditions. Fire managers are identifying further defensible terrain and preparing new containment barriers on the north end of the fire. Firefighters continue to hold the western flank along Forest Road 22, as well as the south and east flanks. Additional resources are arriving to assist with those efforts.

Predicted Smoke Impacts:
Smoke is visible from both the north and south rims of Grand Canyon National Park, Jacob Lake, Highway 67, Highway 89A, Fredonia, Kanab and Page. For smoke and air quality information, visit the Arizona Department of Environmental Quality Smoke Management Division.
